On March 31, 2022, at an extraordinary meeting of the Permanent Council of Ministers of Culture of the International Turkic Culture Organization (TURKSOY), Shusha was declared the “Cultural Capital of the Turkic World” for 2023. The President of the Republic of Azerbaijan, Ilham Aliyev has signed an Order dated December 6, 2022 “On measures related to declaring Shusha city “Cultural Capital of the Turkic World” for 2023”, and in accordance with that Order, the Cabinet of Ministers of the Republic of Azerbaijan approved the action plan on February 7, 2023. In accordance with Article 15 of the said action plan, the Institute of Literature after Nizami Ganjavi of ANAS held an International Scientific Conference on “Ahmed Agaoglu and the Turkic World” on November 16, 2023.
