On July 22, ANAS Presidium held a meeting on the “Digital development and artificial intelligence strategy in the Renewed Academy: problems, solutions and tasks”.
The event was attended by the President of ANAS, Academician Isa Habibbeyli, members of the Presidium of ANAS, advisors of ANAS, heads of departments of the Presidium of ANAS, scientific secretaries, directors, deputies of scientific institutions and organizations, responsible employees of electronic services departments and relevant persons.
Opening the meeting the President of ANAS, Academician Isa Habibbeyli, said that today artificial intelligence and digital technologies have spread to the most diverse areas of our society and their application continues to expand day by day. Academician Isa Habibbeyli, who said that President Ilham Aliyev attaches special importance to the issues of artificial intelligence and digital development, drew attention to the fact that the head of state has successively signed a Decree on the approval of the "Digital Development Concept in the Republic of Azerbaijan" and an Order on the approval of the "Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028". He also said that the Decree of the head of state "On the electronicization of document exchange between state bodies (institutions)" is a logical continuation of the importance that our state attaches to the work of electronicization.
In addition, he noted that the dedication of the III Shusha Global Media Forum, held on July 19 in Khankendi with the participation of President Ilham Aliyev, to the topic "Digital Transitions: Strengthening Information and Media Resilience in the Age of Artificial Intelligence", the head of state's answering questions in this direction and setting a number of tasks will guide our future research.
Taking into account the calls and instructions of President Ilham Aliyev, as well as the trends in this field in the world, academician Isa Habibbeyli said that important work has been done at the National Academy of Sciences on artificial intelligence and digital development, and brought to attention the creation of the "Electronic Academy" department at ANAS to carry out these works. He noted that during the past period, at the General Meetings of ANAS, meetings of the Presidium, and a number of consultations, academicians Isa Habibbeyli, academicians Rasim Alguliyev, academicians Ali Abbasov, and corresponding member of ANAS Kamil Aydazadeh presented reports on artificial intelligence to the general public, and provided information on the research conducted and future expectations.
The head of ANAS noted that the application of artificial intelligence to the humanities and social sciences is one of the main goals, and today artificial intelligence writes poems, stories, scripts, conducts research, performs various difficult operations, and its application and development in the renewed Academy is very important. Academician Isa Habibbeyli said that at this year's ANAS event on the occasion of "Science Day", the presentation of a video by Academician Ali Abbasov, created by employees of the Institute of Control Systems using artificial intelligence and voiced by People's Writer Anar, was met with great interest.
Academician Isa Habibbeyli, who stated that departments related to electronic services are operating in scientific institutions and organizations of ANAS, and that departments related to artificial intelligence have already been created as the second stage of this process, emphasized that departments such as Artificial Intelligence and Computer Linguistics are operating at the Institute of Linguistics, Artificial Intelligence and Digital Development at the Institute of Philosophy, Digital Orientalism at the Institute of Oriental Studies, and Digital Folklore and Netnographic Analysis at the Institute of Folklore, and that this process continues in other institutions.
Academician Isa Habibbeyli, who said that the electronicization work at the Academy is continuing rapidly, said that the “Electronic Academy” department has created an electronic database for 21 of the journals published at ANAS, that the articles have been given DOI identifiers, that 3 journals of the Academy have been included in the TÜBİTAK DergiPark database, and that a national DergiPark network has been created.
Noting that the presentation of the updated electronic library was held at the Central Scientific Library of ANAS these days as a logical continuation of the electronicization work carried out at ANAS, the head of ANAS noted that 127,000 new resources have been added to the electronic catalog, and thus the number of resources in the electronic catalog has reached 827,000, and remote accessibility has been provided for the convenience of users. In addition, inclusive service resources have been developed, “Talking Books”, etc. are presented to readers at the Academy for the first time. At the same time, issues such as readers' accessibility to catalogs and quick book ordering have been improved through an automated system installed at the library entrance.
Academician Isa Habibbeyli, who said that the process underway at ANAS in the direction of artificial intelligence and digital development is continuing rapidly, said that more active participation of scientific institutions in this process will give impetus to the development of the general work.
Then, the head of the “Electronic Academy” department of the Presidium of ANAS, Doctor of Philosophy in Physics and Mathematics Fariz Imranov, made a report on the topic “Current status and development prospects of the activities of the Electronic Academy” department.
He stated that the DOI prefix has been established under the name of ANAS (ANAS) by “Crossref Publishers International Linking Association, Inc.” and digital object identifier (DOI) is provided free of charge to ANAS publications (journals, conference materials, etc.). Currently, a total of 29 scientific journals are provided with DOI identifiers. During the first 6 months of 2025, 315 articles published in 17 issues of 16 scientific journals were provided with DOI identifiers.
In order to support the inclusion of ANAS periodical scientific journals in prestigious international scientometric databases, importance was attached to the study of WoS requirements. An exemplary website platform and the Open Journal System of ANAS scientific journals - ANAS Journal Park - were created by the employee of the department Aida Tagiyeva. To date, exemplary websites of 21 scientific journals of ANAS have been created, provided with domains and hosting, and included in the ANAS Journal Park. 4 journals have applied and submitted relevant forms to them. Currently, 2386 (1705) articles from 154 (99) issues of 21 journals are placed in the ANAS Journal Park. In 2024, 3 journals included in the ANAS Journal Park - “Azerbaijani Mathematical Journal”, “Comparative Literary Studies” and “Seismic Forecast Observations in the Territory of Azerbaijan” journals - were included in the Turkish TÜBİTAK ULAKBİM Journal Park, are published and summarized in Turkey.
The integration of articles published by ANAS employees in journals included in the ANAS Journal Park into the relevant profiles in the ANAS Human Resources and Scientometric Database (ANES IREMB) is being monitored. It is also planned to integrate journals included in the ANAS Journal Park into the ANAS Digital Scientific Information System (ANES REIRS).
The speaker said that in order to expand the integration of the scientific research process into the digital information environment at ANAS, the ANAS Digital Scientific Information Resources System (REIRS) is being developed. The server on the balance of ANAS MEK has been repaired and put into operation, the system has been installed on this server and is being operated in a test mode. The system is also being developed analogously to the functionality of the TÜBİTAK ULAKBİM APERTA and TÜBİTAK ULAKBİM HARMAN systems. Compatibility with the classification systems of giant databases such as Springer is taken into account in the classification of funds.
Providing information about the activities in the Wikipedia Encyclopedia, F. Imranov said that a total of 1,601 new articles were created by ANAS employees during the first 6 months of 2025. Currently, there are 206,130 articles in the Azerbaijani language in “Wikipedia”, and the number of edits is 8,234,405. The Azerbaijani-language Wikipedia is in 55th place overall. Unlike the number of articles in Wikipedia, depth (a special quality indicator) is more important. For this reason, the Azerbaijani Wikipedia is superior in depth to the 27 different language Wikipedias that are ahead of it.
F.Imranov emphasized that ANAS has received the opportunity to join Microsoft's projects to support the activities of academic institutions and immediately began to use the academic bonuses provided by the company. Provision of 2000 corporate e-mail addresses to ANAS employees through the anas.az domain, online use of licensed Microsoft Office and other software through corporate e-mail addresses, use of licensed TEAMS and other communication tools, etc. was implemented.
The head of the department also brought to attention the work done in the areas of development of artificial intelligence and robotic technologies, Universal Functionality Processing of Words in the Azerbaijani Language (ANAS SUFI), etc.
Speaking on the topic of “Innovations and development directions of the ANAS Human Resources and Scientometric Database (IREMB)”, the deputy head of the “Electronic Academy” department, Doctor of Philosophy in Technology Hasan Nagiyev, said that IREMB was installed on the server and put into operation this year. In the database, the scientometric indicators of ANAS, individual institutions and individual employees in WoS, Scopus, Google Scholar, TÜBİTAK DERGİPARK, ORCHID, etc. are recorded, analyzed, ranked, structured and visually demonstrated.
He noted that the activities of ANAS IREMB were analyzed by TÜBİTAK ULAKBİM employees, the uniqueness of its essence was highly appreciated and its further expansion within the framework of a joint cooperation project was recommended. ANAS IREMB is integrated with the created ANAS Digital Scientific Information Resources System - ANAS REIRS. During the current period, 890 of 1062 Google Scholar profiles of 1498 ANAS employees are active. 371 works and 577 references were registered in these profiles by Google Scholar. In total, 26630 (25597) works of ANAS employees were registered in Google Scholar, 39997 (37457) works were cited. The ranking of employees is carried out according to the number of works, the number of references to their works, and h-index.
Then, speeches were heard around the reports. Academician Rasim Alguliyev, academician Arif Hashimov, academician Adil Garibov, academician Ali Abbasov, corresponding member of ANAS Kamil Aydazadeh, doctor of philosophy in history Farhad Guliyev and doctor of philosophy in philology Mehman Hasanli made speeches and shared their views on the research conducted in the world and in our country, as well as at the Academy, in the direction of digital development and artificial intelligence, highly appreciated the work done, and voiced their ideas and suggestions.
Speaking at the end, academician Isa Habibbeyli highly appreciated the activities of the “Electronic Academy” department and gave instructions on the implementation of the tasks set.
