Vagif Arzumanli was a very valuable, sensitive, versatile scientific and social intellectual, who combined European and Eastern intellectuals, a friend, a scholar, a humanist intellectual... I once called one of the articles I wrote about him "The scholar who brought the distant closer"... This was one of the most obvious, characteristic and very fitting features of not only his scientific activity, but also his human activity and lifestyle... He could instill this feeling not only in his surroundings, but also in his environment, nation, and the nations with which he established contacts. This talented intellectual, who spread the dawn of unity and friendship around him and had the power, energy, and vocation to introduce Azerbaijan to the world, lived a very rich, interesting, and valuable scholar-intellectual life and passed a path of assistance. The palette of Vagif Arzumanli's life and creativity is very rich, colorful, and diverse... Vagif Arzumanli was born on 05th of the month of Matr, 1947, in the Guba region of the Republic of Azerbaijan. They are originally from the village of Sohub. His grandfather, a wrestler who lived for over 100 years, Arzuman, would show the passport he received from Tsarist Russia, from "King Nicholas", with special pride and joy... Because few people of that time had such a stamped passport... And he would say with confidence that I, like my grandfather, will live to be 100 years old...

Vagif Arzumanov (who later changed his surname, albeit with difficulty, at the first stage of the possibility of changing surname endings, and became known by the surname Arzumanlı) graduated from eleven-year school with a gold medal and studied at the Faculty of Philology of Baku State University in 1964-1969. In 1969-1972, he studied at the postgraduate courses of ANAS, the M. Gorky Institute of World Literature, and the Lithuanian Academy of Sciences. Our first acquaintance also coincided with these years, we were taking the postgraduate exams in the same place and at the same time. Since 1973, he worked as a research fellow at the Nizami Institute of Literature, and in 1980-1991, he worked as the head of the department at the ANAS USSR SSR. In 1991-2002, V. Arzumanli worked as the director of the Institute of National Relations of the Azerbaijan Academy of Sciences (since 2000, the Institute of International Relations). After the institute left the scientific structure, since 2002, he headed the "Foreign Countries Literature and Literary Relations" department of the Nizami Institute of Literature of the ANAS.

V. Arzumanli is one of our scientists with enthusiastic and productive scientific activity. In 1973, he defended his candidate's thesis and in 1984, his doctoral thesis, in the direction of his research on Lithuanian-Azerbaijani literary relations, and in 1991, he received the title of professor. He was awarded the title of academician of the International Eco-Information Academy (1996). He was a member of the Azerbaijan Writers' Union (1979) and the Azerbaijan Journalists' Union (2000).

Vagif Arzumanli also actively participated in public organizations of international status, distinguished by his fruitful work and influence. He served in public positions as a member of the Board of Directors of the "German-Azerbaijani Society" (1992), Vice-President of the International "Soydash" Association (1994), Vice-President of the World Azerbaijanis Cultural Center (1996), Chairman of the "Guba Charity Society" (1996), Co-Chairman of the Society of Lovers of Turkey and S. Demirali (1999), President of the Center for Scientific Research on Socio-Political Processes and International Relations (2002), Deputy Chairman of the World Azerbaijanis Congress (2007), Member of the Board of Directors, Co-Chairman of the WAC Council, Deputy Chairman of the International Diaspora Center (2009).

Scientific activity is closely related to publishing. The publishing house gives life to scientific work. Vagif Arzumanli, who knew this very well, created a publishing system that brought special benefits to Azerbaijani science. V. Arzumanli, as the editor-in-chief of the magazines "Elturan" ("National Issues") (1992) and "Voice of the Diaspora" (2009) and the collection "Literary Relations" (2005), and the director of the "Qartal" publishing house (1999), gave life to dozens of scientific works, monographs, and articles.
