Discussions were held at the meeting of the Presidium of ANAS on the tasks arising from the implementation of the Order of the President of the Republic of Azerbaijan dated March 19, 2025 on approval of the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028”.
Speaking on the issue, ANAS President Academician Isa Habibbeyli said that the purpose of the Strategy is to accelerate the development of artificial intelligence in our country, promote research in this field, improve information technologies and their management mechanisms on artificial intelligence, ensure the accessibility of its infrastructure, as well as strengthen the potential of qualified personnel. He also noted that raising public awareness about artificial intelligence, including organizing advocacy work on the potential and risks of artificial intelligence, as well as protecting ethical principles related to artificial intelligence, will be one of the main priorities. In addition, he noted that the strategy pays special attention to issues such as strengthening academic and scientific research to ensure the formation and development of the artificial intelligence ecosystem.
Academician Isa Habibbeyli said that today the world has entered the stage of artificial intelligence, it has already become a part of our daily lives, and along with the wide opportunities opened by artificial intelligence, it also brings risks. He emphasized that the Strategy reflects the expected risks related to artificial intelligence and the establishment of the Artificial Intelligence Academy in order to neutralize them, as well as the identification of state institutions responsible for artificial intelligence.
Academician Isa Habibbeyli said that one of the important directions of the large-scale reforms currently being carried out at ANAS is to strengthen the application of artificial intelligence in the field of scientific activity, based on the national interests of our state and advanced trends and tendencies in the world, expand research on the ethical principles of using artificial intelligence technologies, and increase attention to the preparation of personnel potential in this direction. Stating that work in this direction at the Academy is carried out by the "Electronic Academy" department of the Presidium of ANAS and the "Electronic Services" departments at the institutes, Academician Isa Habibbeyli drew attention to the fact that many successes have been achieved in a short time. At the same time, in order to ensure the application of artificial intelligence in the humanitarian and social sciences, departments related to artificial intelligence have been created at the Institutes of Philosophy and Sociology, Linguistics, and Folklore of ANAS at the expense of internal resources, and it is planned to organize departments in other institutions in accordance with their existing profiles.
He also said that one of the main goals of the "Development Concept and Roadmap of ANAS for 2025-2030", approved by the decision of the General Meeting of ANAS dated February 20, 2025, is the transformation of artificial intelligence, digital and smart technologies into the fields of humanitarian and social sciences, as well as natural and technical sciences, the establishment of universal values, and the strengthening of research towards solving global problems, in accordance with the new challenges of world science.
At the meeting, scientific departments and centers of ANAS, scientific institutions and organizations, and departments of the Presidium of ANAS were instructed to prepare and submit proposals on the implementation of the Order.
