For the purpose of enhancing the state care and social protection of students of higher education, secondary special and vocational education institutions as well as masters of the Azerbaijan National Academy of Sciences, taking into account paragraph 32, Article 109 of the Constitution of the Republic of Azerbaijan, I hereby decree
