The main purpose of the Council consists of increasing scientific potential of the youth acting on the Institute, stimulating various initiatives, providing flow to the science, organizing of spending leisure time efficiently, publishing scientific innovations in mass media, providing them methodical and information assistance. The activity of the Council also includes propagating literature science on the level of republic and accelerating its integration to the world literature.
