On July 17, an international scientific conference on "Artificial intelligence and digital development: current realities and vision of the future" was held in the building of the Presidium of ANAS.
The event was attended by scientific research institutes of the Azerbaijan National Academy of Sciences, Ministry of Science and Education, higher education institutions, Innovation and Digital Development Agency, BILGEM Institute of Artificial Intelligence of the Scientific and Technological Research Council of Turkey (TÜBİTAK), Russian Federal Scientific Agroengineering Center, Japan's Tohoku University, Istanbul Representatives of the Technical University and media workers participated.
First, the conference participants visited the ANAS-TUBITAK Coordination Center and Aziz Sanjar honor room located in the building of the Presidium of ANAS, and talked with the robot called "Humanoid SUFI" (Word Processing with Universal Functionality) developed by the "Electronic Academy" department.
Academician Isa Habibbayli, President of ANAS, who opened the event with his introductory speech, noted that today, for the first time, a scientific conference dedicated to artificial intelligence and digital development is being held at the Presidium, and the purpose of the conference is to analyze the trends and future directions of digital transformation, which are the current challenges of the globalized world. It consists of discussing the research conducted in our country related to artificial intelligence technologies, the study of their achievements, the current situation in the field of possible applications and introducing the obtained results.
"The 21st century is considered the fastest changing century in the whole world. If in previous centuries we thought about reaching time and getting ahead of time, now humanity has reached a stage of managing time and directing time. Current processes show that technological and digital development is surpassing traditional development," said academician Isa Habibbayli.
Academician Isa Habibbeyli, who said that President Ilham Aliyev's speech at the swearing-in ceremony held in the Milli Majlis of the Republic of Azerbaijan, declared technological development as one of the main priority directions of the future period of independent Azerbaijan. he said that it occupies a very important place among the challenges put forward.
He also emphasized that the head of the country's view of the Turkish world, the "Karabakh Declaration" signed by the heads of the Turkish states in Shusha, and the provisions in their speeches reveal that the 21st century will be the century of development of the Turkish world: digital development and artificial intelligence among functional signs and principles occupy one of the leading places in the country, in the global world, and in the Turkish world. The era of digital development is already in full swing. The innovation brought by artificial intelligence is that it changes, innovates, improves and develops every day. Humanity is already implementing the challenges of the 4th Industrial revolution, improving and developing it at a great speed. Therefore, it is almost impossible to build a modernizing academy that meets the challenges of the 21st century without bringing digital development to our agenda, management system, and scientific environment based on artificial intelligence," said the president of ANAS.
Academician Isa Habibbeyli said that the "Electronic Academy" department was created in the office of the Presidium of ANAS on January 18, 2023 in order to carry out work in this direction at the Academy. He said that many successes have been achieved in a short period of time, "Wikipedia" electronic encyclopedia, giving DOI identifiers to scientific journals, He said that important steps have been taken towards the creation of Digital Electronic Reference System, Journal Park of ANAS.
Stating that the agreement and cooperation signed with TUBITAK are of great importance in the implementation of activities in this direction, the head of ANAS pointed out that an agreement was reached on mutual cooperation on several other indicators in the field of artificial intelligence.
Academician Isa Habibbeyli, who noted that the Department of Electronic Services has been established in all scientific institutions and organizations of ANAS, said that the formation of the personnel base in this field is also of great importance.
Academician Isa Habibbayli, who said that today the world has achieved great progress in the direction of drones and robotization, emphasized that initial steps have been taken in the field of robot technology at the Academy, and the "Humanoid SUFI" (Word Processing with Universal Functionality) robot has been developed by the "Electronic Academy" department. He drew attention to the cooperation with the National Aviation Academy in this field.
"I believe that the reports and opinions that will be heard here today will contribute to the further enrichment of views on artificial intelligence and digital development in the scientific and technological environment of our country, to the determination of goals, and to the setting of tasks," said the head of ANAS, wishing success to the work of the conference. .
Later, the head of the "Electronic Academy" department of the Presidium of ANAS, Ph.D. Fariz Imranov delivered a report on "Electronic movement and new challenges in ANAS". In F. Imranov's report, the activities of ANAS employees in the virtual encyclopedia "Wikipedia", provision of DOI digital identifier (ANAS DOI) to scientific journals of ANAS, creation of electronic services departments at the scientific institutions and organizations of ANAS at the expense of internal capabilities, electronicization of document exchange in ANAS, The Turkish index provided information on electronic archeology and other issues.
He pointed out that in the first half of 2024, ANAS employees created 1322 new articles in the virtual encyclopedia "Wikipedia", 2050 articles were fundamentally edited, and 57 people were involved in training. The depth (quality) in the Azerbaijani language section of "Wikipedia" is 46. The total number of articles is 200,669, and the number of edits is 7,687,487.
Fariz Imranov said that "Crossref Publishers International Linking Association, Inc." DOI prefix was established under the name of ANAS (ANAS). A digital object identifier (DOI) is provided free of charge to ANAS publications (journals, conference proceedings, etc.). DOI identifier was provided to 1120 articles and 26 conference materials published in 53 issues of 27 scientific journals of ANAS.
ANAS employees participated in 133 courses and received a total of 358 "Coursera" certificates within the framework of cooperation with the Analysis and Coordination Center of the Fourth Industrial Revolution (4SIM) under the Ministry of Economy of the Republic of Azerbaijan.
Ensuring the implementation of the Decree of the President of the Republic of Azerbaijan dated October 27, 2018 "On the measures of electronicization of internal management processes in state bodies (institutions)" and the Decree of the President of the Republic of Azerbaijan dated August 1, 2023 "On the electronic exchange of documents between state bodies (institutions)" technical updates were made in the building of ANAS Presidium in connection with the creation of the document, and currently the electronic document circulation system is being used in test mode.
F. Imranov, who touched on the joint activity with TUBITAK and said that as a result, the Journal Park of ANAS was created for the scientific publications of the Academy, is currently related to the creation of the websites of scientific journals, the complete formation of the Journal Park of ANAS, the functioning of the journals included in it based on the Open Journal Systems platform and other directions. He said that the work is being done.
At the same time, he emphasized that 18,118 works of ANAS employees were registered in Google Scholar during the current period, and 12,636 references were made to the works.
"The ANAS Digital Scientific Information Resources System (REIRS) is being developed in order to expand the integration of the scientific research process into the digital information environment in the renewed ANAS. In the system, the establishment of the "Golden fund" dedicated to geniuses, outstanding scientists and thinkers of Azerbaijan and the collection of video and audio resources, books, articles, reports selected in the fund, the collection, analysis and dissemination of information reflecting the activities of scientific institutions of ANAS, scientific journals of ANAS, scientific It is planned to create an Academic Scientific Database on the DSpase platform, which collects articles and library funds in a single database and provides scientific evaluation, classification, ranking and distribution," said the speaker.
Academician Rasim Aliguliyev, ANAS vice-president, who spoke at the event, said that artificial intelligence models started to be created in the 40s of the last century, and an 80-year period is considered a short period for artificial intelligence. Stating that the interest in artificial intelligence is extremely high in our country, the academician noted that artificial intelligence and digital development have become one of the important priorities of the official state policy today.
Academician Rasim Aliguliyev said that a number of tasks related to artificial intelligence are set in Azerbaijan's digital development concept, information security and cyber security state programs, as well as in documents related to socio-economic development. pointed out that
