Academician Isa Habibbayli, president of ANAS, said these words during his speech at the general meeting dedicated to the scientific and scientific-organizational activities of the Academy for 2022.
He noted that the President of the Republic of Azerbaijan Ilham Aliyev made important decisions and took important steps for the development of our science in general, including the Academy. The academician emphasized that the participation of our President in the jubilees of the Academy and his profound speech have become unforgettable pages in the history of our temple of science.
"Currently, according to the President's Decree dated July 28, 2022, the National Academy of Sciences continues its work in the conditions of interaction and joint cooperation with scientific research institutes operating under the newly established Ministry of Science and Education and other scientific institutions of our country," said the head of ANAS. said.
He drew attention to the fact that reforms in the field of science, as well as structural reforms and personnel changes, are being carried out in the Academy of Sciences.
Academician Isa Habibbayli, who said that structural reforms are being continued in the institutions under ANAS and in the Presidium, emphasized that similar institutions in the Institutes of Literature, Folklore, Architecture and Art, History, as well as Archaeology, Ethnography and Anthropology were abolished, and new departments born from the development of society were created. The head of ANAS noted that in order to implement the calls made by the head of the country during his meeting with the community of West Azerbaijan, relevant scientific research departments were established in the Institutes of History, Folklore and Linguistics, a coordinating council was established at the level of the Presidium, and the first meeting of the council was held. He also said that the "Electronic Academy" department established in the office of the Presidium of the Academy is one of the newly established management institutions and brought to the attention of the public that discussions in the direction of structural reforms are being continued.
"As it is known, President Ilham Aliyev defined the strategy of development of all areas in the independent Republic of Azerbaijan on the basis of national priorities. Accordingly, thoughtful steps have been taken in the field of directing Azerbaijani science towards the further development of our independent country. For the first time in the history of the Academy, a separate article was included in the Charter on the establishment of scientific activity in accordance with the national priorities and development strategy of our country defined by President Ilham Aliyev. This will provide a legal guarantee for the development of our science, which was directed towards the development of the military industrial complex of the USSR and the propagation of the Soviet ideology during the years of Soviet rule, in accordance with the national interests of our people and the interests of independent statehood. The reforms initiated at the Republican Seismological Service Center operating under ANAS have created the need to take steps towards the establishment of doctoral education in order to train a new scientific generation in seismology. In addition, in addition to researching and continuing theoretical problems in the field of humanities and social sciences in our country, on the implementation of necessary measures to eliminate the gap that has arisen for many years in the field of researching the lives and activities and services of literary and historical figures, national heroes, great rulers and generals. relevant decisions have been made. "During the reporting year, the Academy fulfilled its obligations in all the State programs in which it participated. The tasks arising from the decrees and orders of the President of the Republic of Azerbaijan Ilham Aliyev in the field of science have also been fully implemented. In 2022, Azerbaijani scientists have slightly expanded the scope of research on artificial intelligence, which is one of the main challenges of the IV Industrial Revolution. One of the remarkable aspects is that, in addition to natural and exact sciences, research dedicated to artificial intelligence has been conducted in the field of humanities and social sciences. In 2022, digital development, topological isolators, physics of high energies, computer linguistics, mathematical modeling, innovative management technology, anthropology, Zangezur folklore, researching the problems of restoring the economy in post-conflict areas, global transformations in the new world order and preparing proposals are important steps. Emphasizing the importance of publishing scientific journals with a high impact factor in Azerbaijan, the head of ANAS said that the publication of journals with the highest impact factor at the Baku State University, Institute of Mechanics and Mathematics of the Ministry of Science and Education is a significant event of our science, and he also appreciated the publication of a journal with a humanitarian impact factor at Khazar University. .
He said that scientific journals published in the Institute of Manuscripts of the Academy, Institutes of Literature, Folklore, Architecture and Art in recent years have won the "Copernicus" index and emphasized the importance of increasing attention to the expansion of the network of high-index journals in our country.
"According to the reference indicators, the reputation of Azerbaijani science has increased. However, it is important to pay more attention to this area. In particular, there is a serious need for systematic work in the field of determining reference indicators in the field of humanities and social sciences. At the same time, the publication of serious scientific works, which we consider to be important scientific results, in foreign languages and in prestigious world publishing houses can increase the international reputation of our science. Azerbaijani science should participate more and more closely in the processes of social economic development of our country. Our science should be mobilized to make more contributions to the movements of the Great Return to Karabakh and Western Azerbaijan.
